I think you're onto something there.
My autistic but embarrassingly slow brain just connected Q's repeated use of the words Pain and Panic with the two incompetent Disney demons from the movie Hercules that were also named Pain and Panic. These two failed the dark lord they served at every turn. A pretty good analogy for the cabal clowns actually.
