The soccer teams aren't named by city and mascot like in the US. You have teams names like Football Club Bavaria (in) Munich or in this case, First Football Club (in) Cologne. Teams may have a traditional nickname or mascot like the billy goat for Cologne, but it's not part of the team name.
The Cologne soccer team was relegated last year to the 2nd division, but came in first in that 2nd division this year and are promoted back into the first division (Bundesliga). Season just ended, so celebrations are in order and projecting the team logo wouldn't be unusual.
