Theory: We're going to find out that the 1994 Crime Bill gave the Cabal carte blanche to have its operators take out "problem" black males that had already served their purpose - ie off-balance sheet "random" murders/assassinations. MS-13 was lined up to replace them with foreign killers who have zero allegiance to America or our society. More reliably vicious and more readily controlled by money, hate and gang allegiance.
