I think KEDO is a keystone. Still digging.

The Korean Peninsula Energy Development Organization (KEDO)

It was an operation pushed through by BC in 1994. It set up an international corporation to fund the development of nuclear reactors in NK in exchange for them stopping their nuclear weapons development. It bypassed Congress for funding.

Still digging on this, but lots of coincidences including:

• concrete - the first pouring of concrete was a big deal

• submarines - a NK sub came aground in SK and it was a big deal

• port - they built a port to facilitate movement of building equipment
