talking/thinking about a crime with the intent to commit that crime is the key phrase.

 

Then you're talking about "criminal conspiracy". Which is a serious crime.

if criminal conspirators talk about their criminalities after the fact… That is called an admission of guilt.

 

intent matters on all levels.

 

Whether the admission itself is intentional or not also depends on context.
