b) What follows the colon is being ascribed to James Comey and should be enclosed within double quotation marks.
c) He deliberately incited argument in our ranks with the punk-tuation inside the single quotation marks.
d) In an international spying scandal involving some degree of interplay between the British and the Americans, this is a punctuation rule which applies differently in Britain and America
e) The 'treason.' [grammar] matter of interpretation is a pun on the matter of interpretation of the very meaning or definition of 'treason' (legal vs common usage, etc).
