Grammar Nazi Kitty is correct. There are only two punctuation marks that can ever go outside quotation marks:

1) a parenthesis (pair of parentheses, technically)

2) an em dash

Number 1 is if the entire quote is being inserted parenthetically. Number 2 is if a sentence fragment is being attached to a quote in a stylistically awkward, but permissible, em dash usage.
