Not at all. The goal is an Hegelian Dialectic. Remember their motto: "Out of chaos comes order."
An excellent tool for that is emboldening conservatives, firing up the public debate, get people fighting on the streets, constantly complain about some secret shadowy deep state from thwarting all your plans when all you have to do is enforce laws (sanctuary cities? C'mon).
If you increase the chaos and discord you break down society and open up the possibility for third way that neither side would have accepted in the beginning. By the end, everyone will be so exhausted that they'll be grateful for some peace, regardless of the cost.
We see this on a micro level on political issues all of the time. The difference here is that it's global, so it's literally too big for some to see.
That's another aspect. Creating false hope and then destroying it is extraordinarily demoralizing.
And now the republicrats and POTUS are staging another "war" over the declass.
