Who declined to prosecute? I thought the OIG report was an investigation, and a report to the DOJ would delineate any crimes committed, and would profer evidence, leaving it up to the DOJ prosecutors whether an indictment should be sought.
Is this another Comey style move, i.e. the HRC emails on a private server investigation…and Comey says no one would prosecute.
