Many years ago Reps pushed the "brilliant" idea of outsourcing various areas in the gov. This created a much bigger invisible (to the public) shadow gov manned by contractors. Whenever we withdraw uniformed military, they're replaced with civilian militia types.
Both parties love huge gov. Reps like theirs to be higher priced contractors.
