Just had discussion with 23 yo son who heard about new Democrat candidate offering $1000 month universal basic pay to anyone 16-65 in America. He is gaining momentum.
Idea is to offer this or current welfare to those already getting it. But for those who currently do not they can receive it and spend it any way they want.

Justified it by the fact that welfare benefits would be tapered out. People would still need to work but they had a better chance of making it out of poverty and the taxes were collected and distributed by government.
