They serve summons and citations for the state. Police by the way, in its original form means anyone working for the state. I.E. the mayor, dog catcher, or what have you.
But since the mayor and dog catcher usually don't have the strength to hunt down those who go against the rules set up by the state, they got officers to do the job for them.
A sheriff on the other hand is very different. He works at the behest of the electorate, not some stinkin' mayor.
