Actually, it WILL show them. 5% will hurt Mexico significantly with little to zero collateral damage impact to US industries. Keep in mind, POTUS made it clear the tariff will be raised in the near future. And last but not least, if POTUS closes the border, Mexico is screwed. They will have no choice but to do the US bidding. Oh yes, 5% is very significant.
