I'm not certain. But I lean to: They aren't as good at epidemics as they think they could be or as they have achieved; Otherwise, they'd have done it already.
Maybe they make more money when people linger with chronic illness?
Also, with the surveillance they are under it seems impractical to try their own private extinction event?
Now killing POTUS - that's what they've been hinting at A LOT recently.
That makes way more sense then them trying to start an epidemic.
If they don't get rid of POTUS whatever emergency they create to move people's attention from their crimes, will just be a stall; won't solve their problems ultimately.
