I think he was just referring to the FBI people Strzok, Page, Comey and their handling of the Trump investigation and he qualified it by saying not in a "legal" way.
He's probably right about that.
And he's not letting them off the hook for other crimes
OTOH, I'm pretty sure he wasn't referring to Biden, Kerry, Clintons, Obama and any deals they made with foreign nations for personal enrichment.
That would be treason in a legal way.
