Because of the experience that founding fathers had with GBR - where people were charged with treason as a matter of common practice, treason in US is defined by war declarations, overthowing by "force", assassinations, and giving aid and "comfort" to a known enemy of the country
so - most of the charges will not be under "treason"
Remember - all of these guys are lawyers who parse every single word and never speak to "spirit of law", instead speaking to "letter of law" and they don't have to say everything that is true when speaking in public
That is how Mueller justifies his speech to himself - he didn't "exonerate" the president and since he couldn't charge anyway - he didn't look -
he just didn't say that they don't do "exoneration" and didn't say that they didn't really look
that allows the media and dems to start shrieking
but Mueller sleeps ok because he's a lawyer
and what he said was technically correct
