Barr is using the legal definition of treason, in which case we have to be at war (declared) and they have to give aid to the enemy.

The crime here would be more like sedition I suspect. So technically correct. I just read the whole interview transcript.

In the interview Barr said Trump was using Treason in the colloquial sense not the legal definition sense.
