What if Adm Mike Rogers had not been appointed to lead NSA/Cyber Command. That ALMOST HAPPENED.

Clapper (and others) tried to split up directorship of NSA and Cyber Command in 2013-2014 before Rogers was selected to lead them.

A panel called Review Group on Intelligence and Communications Technology recommended the split to the BHO White House. I imagine Renegade wishes he had accepted their advice. Please also note, WaPo, in addition to supporting the agency split, seemed to be pushing hard for John C. “Chris” Inglis to be appointed instead of Rogers. Inglis retired as Deputy Director of NSA on January 10, 2014.
