I personally think he was hired as a spy FOR POTUS team. Put in the campaign to act as a young idiot to be targeted by DS, but was actually trained in counterintelligence which is why he was able to dodge all their attempts to frame him. Went to jail to have trial to hand over all info.
POTUS still never signed that POS into law.
