They're avail for anyone to buy and in lots of styles (dress, heels, tennis shoes, boots etc).

So my question is:

How can we know when they're being used for a sinister purpose vs. a normie that just thinks they're cute or stylish?

I know lots of ppl w them and they have NO IDEA.
