I have seen DOJ unseal indictments and mention the defendant was arrested prior. So yes, there can be arrests made in 'secret' before the case is unsealed.

I think it's Mueller vs. Huber/Horowitz and Mueller used 'investigative' techniques that have eroded over the years to the point that 'witch hunts' are easy to start and never end whereas Huber/Horowitz have gone back to basics and following the constitution. Actually investigating CRIMES where there are actual victims and evidence to be gathered. Also Horowitz/Huber are following the money.

Some anons know enough to be dangerous….Q has kept us patient and quiet and given us enough crumbs that we know things are habbening = mission accomplished

 

It's also fun to speculate and try and figure out how all the pieces are coming together! I could write a lifetime of novels with various endings based on my specullations.
