Yeah, your explanation works a lot better. And if Q team pulls a single cluster offline, all that data they desperately wanted to delete is still sitting there on the cut-off node. The amount of hardware Google owns is beyond staggering. It's a great example of how the government can easily defeat problems of scale when they're spending other people's money. It takes a lot of storage and parallel computing power, after all, to spy on literally everyone all the time and collect literally all of the data, including real-time sub-meter resolution images of the entire Earth's surface.
