Well there was a lot of fuss over submarine cables during all those incidents involving Navy ships Mccain and Fitzgerald. If you look at both incidents they where following the cables when the events occurred. Maybe they were covering for a sub going down to access the cables hence the reason they did not try to evade those ships the impacted.
