I reckon that IBOR in this context might actually be a reference to the Interbank lending rate.

 

Context being POTUS is meeting the Queen of England today. Might this be the move to end the Fed, and other central banks. City of London is a BIG player in this world.

 

Remembering also that [P] = Payseur and that family own the Fed. POTUS also missed a P in a tweet today.
