I have been pondering this same idea anon. The Ibor rules underwent some big changes in 2018 and Ibor might be replaced by something else entirely in the US.

I thought I looked this up last year, the only reason that I was aware. Agreed, it does not make a lot of sense (why there isn't a Southern District, etc..)
