I think it is The Creator who decides what the adversary is allowed to temp the human with. If God is not all powerful, He is not leading you. If He is all powerful, He leads you everywhere you go.

I'm sure it translates that way. I think it might be translated with the meaning of the words as it is though. Also, I'm responding with part of this article in mind:
