Mueller report was a desperate stalling tactic, they expected by the time it was released they'd have something (anything) else with which to fuel impeachment. Mueller scrambled in the end, barely able to scrape together the "hint" of something thing amiss (obstruction BS). They never expected this report would subsequently be throughly investigated and turned back in on itself. It was their last play, along with taxes BS. Expect major revelations to come from within the handling of the report itself. They tried to make something fake, real. They thought the fake news would help. They both failed.
