I think it might relate to the UK.

As it's an analogue watch, it's normally read as 11 minutes to 5. So the watch face could be translated as 11/5/19.

5th of November (Guy Fawkes night).

Q also says that it's worth remembering.

Is that a hint to the "remember remember the 5th of November" rhyme.

It would be 5 days after the deadline for Brexit.
