US 3 letter agencies are most likely comped completely at a certain level. Same with the military. Regular soldiers are clean, their NCOs are clean mostly. The senior NCOs are mostly good with a few comped blackmailed pedos.
Officers who are successful and promote easily are often comped. Not always but it is common. The higher ranking the people are and the faster they got there the more likelihood they are comped. This can be applied to all gov.
