At :05 and:06 two police officers watch the highly damaged car drive by, with smashed windows and a torn off bumper hanging on, WITHOUT trying to stop it, get detailed tag info, call for backup, etc…
It's clear they must have been either told to step down and allow the vehicle with a specific description leave the area or they were negligent…I'll take #1
