This has always struck me as a key point.
It seems that the narcoterrorista cartels have so much money, they appear to have the police, the military, state governments, and the central government in a powerful grip.
Right now Mexico looks like a failed state.
We want to see them overcome the cartels and return power to THEIR people (and make the place into somewhere that the Mexican people would like to make their lives and STAY THERE!)
