Problem is that May is violating the treaties in place regarding chemical weapons. There is a process that is supposed to be followed when one country accuses another country of using a chemical weapon.
Not to mention, that if this was May accusing another British citizen located in the UK, this accusation would be in violation of standard police investigative procedures. They are supposed to first investigate, eliminate from their enquiries any potential suspect who does not fit the evidence, and then take their case to a crown prosecutor. The process of collecting evidence, identifying potential suspects, and elimination from the enquiry of all non-guilty parties, never happens so quickly. Anyone who watches the many British detective dramas will know this and will also be well aware of how the modern procedure was developed to get away from cowboy detectives who used to come up with a perpetrator early in the investigation and then make all the evidence fit their theory.
