State dinner means it's an approved top level of the nation dinner with all the top government officials and possibly society. They pull out all the stops, wear all the finery, do it in the ceremonial hall, wear ceremonial military uniforms if applicable.
I think it's an old tradition of nations, semi-military. Seems gud.
