There is an F.B.I. chart that says "DOJ not willing to charge this" under 18 U.S.C. 793(f) gross negligence more than 2 months before Secretary Clinton's interview. Comey was asked in a congressional hearing whether or not any decisions had been made with respect to charging Hillary Clinton before her July 2nd interview, and he said that they had not, that the charging decisions had been made after that date.
