NY fag here. That would be harder in NY, because upstate gets net transfer payments from NYC. Also, upstate isn't an especially good farming area, the growing season is too short, vs. California where it looks like both the Imperial and San Joaquin Valleys are in New California. NY has good human capital throughout the state, but it's too cold to be important without NYC.
Can bring in some ballistic missiles and stuff on that carrier, they may have an inventory of what's on those bases and it's hard to fly big things in and out, but they can't know what's on the carrier. Besides, the carrier can sit off the shore no matter the state of the land battle, and clearly outside California jurisdiction.
