Q told us many times that we were watching a movie. What if those 17 swam rats are actually 17 allies who were all playing along? I don't truly believe my own bs but since nothing is as it seems and we are watching movie we should even keep this option open.
I just don't know anon. This is all much bigger than we can imagine/comprehend it seems. Maybe our enemy is not one of these people. It is an option that they are/were controlled too and needed to be freed. I know how this sounds but it sure would be a brilliant plot.
