Jeremy Bash says that after he met with top military brass regarding the Benghazi attacks, the Joint Chiefs were already spinning up various forces.

Why didn't they have the adequate forces there to begin with, especially when Stevens wanted out in 2011?

Also, notice that this is on 9/11/12 - same day as the attacks, so a matter of hours they were conveniently ready to invade Libya, but not protect the Americans on the ground already?

Yes, but it's still the day of the attacks.

They had intel that the area was unstable since 2011, and Stevens wanted out.

If the Joint Chiefs can spin up that fast, then why wasn't backup sent (a) way before there was violence, as requested by the Ambassador or (b) sent when it was called for during the attacks?

This is really just building for when the "stand down" order finally comes out.
