Is it referring to this 2013 vid from Kerry or other related clips regarding Ambassador Chris Stevens and other victims of Benghazi? Biden as VP in attendance. CFR and other info mentioned in speech about victims.
Perhaps another speech altogether, but looks like FBI wanted more info about something in the video referenced.

Here's entire speech but sounds like in a bathtub. Biden speaks and Brennan and most of State Dept at the time in attendance.
Biden of course talks about kids in some kind of context of danger and PDB without revealing "classified info" says he and the president discuss how people in the state dept, if I heard right, are walking right into harms way to be diplomats. Was something off said here that the FBI is questioning in these remarks?
