In the modern context, "rat lines" usually refers to the secret routes by which drugs, sex slaves, organs, weapons, and terrorists can be moved around the civilized world without being interdicted by authorities. Keeping the US-Mexico border open makes this way easier for the cartels, some of which have a major hand in human and organ trafficking as well as drug trafficking. They have already been helping ISIS personnel enter the USA via both the Mexican and Canadian borders.
