For anons, Kemah is a coastal city next to Houston. Houston is a major human trafficking hub and Kemah is a busy port area. I wouldn’t be surprised if this cop was protecting human trafficking routes in and out.

For reference Houston has more illegal “massage” parlors (full of trafficked girls) than it has Starbucks. The county sheriff and Houston PD vice squads are well known to be on the take.
