Unknown. Anon has used Russian language knowledge to double-check machine translations, scan Russian language news sources, passenger list of Russian crash, etc.
Q's statement could have multiple very different meanings/purposes. It might mean we will ultimately have an alliance with Russia. It might mean there will be Russian language sources that pertain to the investigations. It might refer to some future event where Russian language knowledge would benefit /ourguys/. It might be pointing at Nellie Ohr whose investigation of Russian open sources was pertinent to creation of the fake dossier.
I'd advise you or your kin to learn Russian only if you feel strongly inclined. I don't think every anon needs to learn Russian, but it is good to have a few on board.
