My 2 cents, tugs usually don't go to a port for R&R - they go home. People got families.
I'd say you're on the money with the idea that the French vessel needs a tow, or some other vessel in port at Martinique. It happens, and explains the sudden change in plans. Tugs go where they're needed. People got families, but a buck is a buck.
