Even Q states that the team has issues with hitting a 0sΔ.

(Ping times, server lag and so on…)

Dont jump on me. But please imagine the path (even on the same provider) the signal has to take and that not every packet on it's way has the same priority on it's route.

The point i want to make is that nailing a Δ to the second is nice to have, but more than hard to achieve.

Thats why i focus on the minute and not the second.
