In a fair system, would reparations include public welfare receipts already disbursed?

 

In reality, another scam to re-enslave the descendants of slaves, to be dependant on the master state handouts.

I'm sure any working successful people will be excluded from receiving the so called just dues as well, to be fair.

It hasn't worked for the people before, but hey it has worked for the government tremendously well, so well in fact that they no longer fear embezzling from their constituents, and continue carrot on a stick as their political platform.
