Yes and no. Mostly no. Flammable liquids catch on fire easily enough but they must come to a boil under pressure to explode, generally. Crude oil is made up of hydrocarbon soup containing many different "fractions" and some of those don't burn all that well. The term for a flammable liquid boiling and exploding is BLEVE - Boiling Liquid Expanding Vapor Explosion. If the container the liquid is inside is ruptured (say, by a torpedo) it's unlikely the liquid can develop enough pressure to boil and undergo BLEVE, so you likely just get a normal fire that would last for a very very long time.
