BUT there is a principle in spy craft that it is lower profile to blend into to public comms.
Harder to filter through big data to try to detect intel being passed than that a build-out of a hard network OR tunneling pathways have been created.
Some entity with the technical capacity to detect clandestine networks, through indirect data analaysis, like contracts and finances would at minimum, gain an inference about the builder/financers.
When you blend, one set of risks
When you go dark and exclusive, another set of risks
Depending on details we are not privy to, the risk analysis may determine which way to go.
