By now we know that the operations have been in the planning stages since at least 2012 if not earlier. And by planning, I mean loyal agents in MI and NSA have been involved.

It is entirely feasible for agents to have infiltrated enemy groups and therefore it is entirely possible that somebody we thing of as being on their side, is actually not on their side. Since this person is now so closely involved in active ops that they are part of the Q group, at least some of the time, it is definitely someone who is no longer in the public eye. So it could be someone who we think is dead. But not neccessarily.

Let's not get hung up on identifying who is who. But let's do remember that we do have loyal agents in precarious positions and therefore speculations like this should not be made public at this time. Even dead agents need to be kept secret even if they are alive. Loose lips sink ships.
