ok, well Westcliff is a recently-accredited university which operated for several years prior to accreditation, selling 'degrees' that weren't widely recognized around the world.
It was started by a guy named John Lee, born in Vietnam but who lived his early adulthood in France before moving to California. Last i heard, he was living in Saigon, where he's been running a 'branch campus' of Westcliff U.
Because Westcliff is starved for students, they teach a lot of their courses online, hence the GAP or Global Academic Portal… basically a website students can use to log in to do their coursework.
Like any California-based quasi-academic institution, Westcliff leans far left and Hillary has a lot of supporters there. but my guess is that POTUS was not referencing Westcliff in that tweet.
Troy University, based in Alabama, is one of the worst about this. Lots of funding from China vis a vis 'Confucius Institutes' and yet Troy U. is heavily embedded in the U.S. military, offering courses to active duty personnel through special relationships at several mil bases around the world.
Troy is just one of the backdoor ways China gets its tentacles into our mil bases and the minds of our servicemen.
