I believe paragraph 3 is especially important. I believe it refers to the international law of refugees, which states they should go to the country that is next adjacent to the one they are "fleeing" from (i.e. Mexico), rather than traversing one country to get to a 3rd country viewed as providing better economic opportunity (USA).
I also believe the 45-day time periods in this agreement are the result of hard negotiation … I'm sure the US wanted everything to be done more quickly, Mexico said we can't, it takes more time, and 45 days was a compromise between the positions. Because nobody selects 45 days as the desirable time period in which to implement something.
