I've seen Keystone discussed by WL, but the description you provide explains it much more clearly than other sources I've read. Thank you.

 

The SES positions are still important, though, because they are a middle layer directly between the highest/appointed positions and all other staff. As such, they have a lot of say in what information gets relayed between the upper and lower levels. They're also a big part of inter-agency/innovation task forces. Overall, if you were trying to implement a government-wide agenda, esp. a questionable one, SES would be a great way to do it.
